LAW AND JUSTICE SECTOR

The Law and Justice Secretariat Division was first established in July 2009 to assist the Sector Steering Committee in the coordination of Sector programmes and activities to deliver the Goals of the Law and Justice Sector. Its responsibilities rest mainly on Planning, Budgeting, Monitoring and Evaluation. The Secretariat is made up of five (5) Staff.

The Samoa Law and Justice Sector consist of all the agencies that share similar goals which are relevant to the advancement of law and justice in Samoa. These agencies are:

  • Office of the Attorney General;
  • Ministry of Justice and Courts Administration;
  • Ministry of Women, Community and Social Development;
  • Ministry of Police;
  • Samoa Prisons and Corrections Services;
  • Ombudsman’s Office;
  • Samoa Law Reform Commission; and
  • National Prosecution Office.

The Sector Steering Committee is the governing body which comprises of the Heads of all the agencies plus representatives from central government Ministries, Ministry of Finance (Aid Coordination Unit) and Public Service Commission as well as representatives from Samoa Council of Churches, SUNGO, Samoa Law Society, Representative of Sui o Nuu, Sui Tamaitai o Nuu and Matai. The Steering Committee has a significant leadership role and is the driver of the Samoa Law and Justice Sector Plans. It is tasked to provide strategic advice, support, and to advocate for appropriate interventions across the Sector.

Ministry of Justice and Courts Administration is the leading agency of the Sector, its Chief Executive Officer is the Chairman of the Steering Committee. In July 2014 the Secretariat Office was relocated and to date is now housed and has become a part of the Ministry of Justice and Courts Administration. The Secretariat operates similarly in terms of personnel and operations to other Divisions of the Ministry; however, it still maintains its independence role in serving all agencies regarding Sector matters and projects.
